The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking an experienced and analytical Classification and Compensation Analyst to join our Human Resources and Organizational Development team. This position is to perform classification and compensation analysis and evaluation for positions within Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA). The position will conduct classification studies of individual positions and groups of positions, assist MDOT MVA units in developing position descriptions and planning organizational changes, and advises managers on classification and salary policies, procedures, laws, rules, and regulations. The position conducts job analysis to identify essential duties and required knowledge, skills, and abilities. The position applies various evaluation methodologies as appropriate, to determine appropriate classifications, grades, and compensation levels, ensuring internal equity within MDOT MVA and similar State positions.

Some of the essential duties of the Classification and Compensation Analyst include, but are not limited to the following:

  • Analyzing position descriptions to identify the main purposes and essential duties and responsibilities of positions.
  • Conducting research of class and position histories to identify and consider changes in duties, as well as established precedents that may impact class and compensation recommendations.
  • Rendering class determinations for reclassifications to include promotions and voluntary, involuntary, career change demotions and acting capacity requests.
  • Maintaining records of proficiency progression due dates.
  • Notifying managers when employees are eligible for proficiency progression
  • Determining progression eligibility of employees, including the probation status and performance appraisal rating of the employee
  • Assisting the Classification and Compensation Manager in conducting and responding to salary equity studies and salary surveys.
  • Interpreting classification specifications to identify Nature of Work, Examples of Work, and minimum qualifications of each classification.
  • Participating in the maintenance of paper and electronic files, including use of HRIS
  • Assisting other units of HR as needed to include fulfilling verification of employment requests and staffing the office front desk
  • Other related duties as assigned.

The current vacancy exists at MDOT MVA in the Office of Human Resources and Organizational Development, which is located in Glen Burnie, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree from an accredited college or university.

Experience: Three (3) years of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation. *Three (3) years of experience must have been conducting one of the following: job analyses and evaluation, salary studies, or creating job descriptions and/or competencies.

*Selective Qualification recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill, or ability). No substitution is allowed for a selective qualification.
Notes:

1. Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.

2. Paraprofessional HR experience or professional HR management work experience may be substituted on a year for year basis for up to four years of the required education.

3. For employer-employee relations positions applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for up to four years of the required experience.

4. Candidates may substitute equivalent U.S. Armed Forces military service experience on a year for year basis for up to four years of the required education.
