Job Description
POSITION SUMMARY: The Training Staff Preparedness Specialist collaborates with the Director of Professional Development, ELS, and Regional Managers to support Local Educational Agency (LEA) Representatives' professional learning and development ensuring compliance with PA Chapter 14 regulation, best practices, and high quality experiences for children and families entering preschool early intervention in the City of Philadelphia. The PDC utilizes best practices in the transfer of skills to staff and relies on modes of instruction and support rooted in a coaching and consultation model. The PDC supports the implementation of didactic LEA Representative training modules, administers pre- and post-tests to measure competency, attends Individualized Education Plan (IEP) meetings to observe and support staff, and provides in-the-moment and post-hoc feedback, as well as supporting supervisors with crafting and implementing work improvement plans to ensure staff are meeting all preschool early intervention regulatory and best-practice requirements. DUTIES AND RESPONSIBILITIES: Maintain working knowledge of LEA responsibilities, preschool early intervention regulations, and related entities including, but not limited to, the Individuals with Disabilities Education Act (IDEA) and Chapter 14, Pennsylvania Department of Education (PDE), the Office of Child Development and Early Learning (OCDEL), Pennsylvania Training & Technical Assistance Network (PaTTAN), Parent Education Advocacy & Leadership (PEAL) Center, and Office of Dispute Resolution (ODR)
- Provide ongoing, didactic, and community-based LEA Representative development activities and deliver coaching and counseling to ELS staff to maximize utilization and implementation of acquired learning and increase effectiveness including, but not limited to, procedural and/or process-related duties, quality and/or content-related tasks, and the appropriate delivery of services
- Set and maintain a schedule of direct observation of staff performance, both in preparation for and during Individualized Education Plan (IEP) meetings, to provide in-the-moment or post-hoc feedback, and ensure compliance with EI standards and mandates
- Attend Multi-Disciplinary Evaluations (MDE) and/or IEP meetings alongside preschool early intervention teams to ensure procedural compliance per Chapter 14 and the implementation of best-practice standards
- Utilize a data-driven, collaborative problem-solving approach to intervention to target specific areas of need, including individual, regional, or departmental support; and provide data-proven feedback to ELS administration regarding recommendations for improved program performance
- Implement didactic LEA Representative training modules, attend IEP meetings to observe and support staff, provide in-the-moment and post-hoc feedback, and support supervisors with crafting and implementing work plans to ensure staff are meeting all preschool early intervention regulatory and best-practice requirements
- Respond to requests for consultation and provide support, guidance, and clarity on general and specific areas of need regarding preschool early intervention regulations and best practices; and maintain and analyze for trends a log of inquiries to inform, develop, and deliver ongoing EI practice improvements
- Provide monthly drop-in consultation sessions for LEA representatives on regulations and best practices; and provide relevant OCDEL updates and bulletins to inform the work
- In collaboration with supervisors, create professional development plans and/or individualized goals for EI staff when necessary to ensure follow through with all regulatory and best practice-related requirements
- Model effective methods of ensuring regulatory compliance and organization and caseload monitoring activities for staff
- Audit paperwork as it relates to regulatory compliance, and provide staff with feedback, items for corrective action, and identify patterns to inform the development and delivery of additional related training
- Lead and/or participate in training development and delivery for staff across curriculum-based preschool early intervention topics
- Maintain documentation of staff performance, including strengths, needs and concerns; make recommendations regarding continuance of employment, probationary status, and /or promotion
- Lead and/or participate in staff meetings and/or collaborations designed to enhance staff knowledge across preschool early intervention topics
- Perform other duties as assigned
IMMEDIATE SUPERVISOR: Director of Professional Development, Early Learning Services DIRECT REPORTS: N/A CONTACTS: Elwyn staff, contractors, provider agency staff, PaTTAN, OCDEL, and other state-wide entities, community-based program staff, and other community representatives EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:
- Bachelor's Degree, or equivalent experience in Education/Special Education; Master's preferred
- Current PDE Teacher's Certification; Special Education, preferred
- Knowledge of IDEA, and Preschool Early Intervention regulations including: PA Chapter 14 regulations, and Part B
- Four (4) years' experience with delivering training and professional development to special education providers and staff in the areas of LEA responsibilities and best-practice
- Three (3) years' providing coaching and consultation to professionals in acquiring necessary job-related skills and providing in-the-moment and post-hoc feedback to staff regarding performance
- Demonstrated ability to create professional development plans and/or assist in the development of individual goals for staff based on direct observation of performance
- Experience using online training delivery systems, virtual meeting systems, and registration tools
- Non-profit human service experience highly preferred
- Demonstrated ability to work effectively as part of a team
- Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
- Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
- Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
- Must be able to perform CPR using agency-trained protocols
- Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
- Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; Access, Publisher and report-writer experience preferred
- Experience with electronic records systems; PELICAN, Sprout preferred
- Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
