Job Description

We are seeking a strategic and execution-oriented leader to join as Director, Global Cross Border Issuance Strategy & Operations. This role will help Visa scale Cross Border Issuance, a nascent and high-growth business area that is expanding as new cross-border technologies, client models, and digital-value flows create demand for Visa issuing capabilities across markets.

The successful candidate will help turn grow this commercial opportunity into a scalable, well-governed business. The role will require the candidate to solve complex operating-model challenges where Visa's product policies, network rules, client needs, platform capabilities, and regulatory requirements intersect across multiple jurisdictions. The candidate will build the strategy, requirements, governance, and cross-functional execution model that allow Cross Border Issuance to grow while Visa maintains its compliance, risk, and operational obligations globally.

The role will work closely with global and regional teams across product, client services, legal, regulatory, risk, compliance, pricing, finance, account executives, and regional business leadership. A key part of the role will be aligning senior stakeholders, translating complex issues into clear business requirements, and creating reusable processes, playbooks, and decision paths so Visa can scale Cross Border Issuance consistently across clients, regions, and use cases.

Essential Functions

Global Cross Border Issuance Strategy:

  • Own and manage workstreams that help Visa grow and scale Cross Border Issuance. These workstreams include market and use-case prioritization, product and operating-model requirements, rules and policy evolution, pricing and economics, compliance and risk considerations, internal and client communications, executive alignment, and regional execution planning.

XB Issuance Solutions:

  • Partner with product, client services, legal, regulatory, risk, finance, technology, and regional teams to design, develop, pilot, and scale new capabilities and processes for emerging cross-border issuing models, including card programs linked to stablecoin wallets and adjacent digital-value flows.
  • Represent the Cross Border team throughout the development and execution lifecycle, ensuring strategic alignment, clear ownership, and on-schedule delivery.

Market Execution and Operating Model:

  • Build and maintain the organizational infrastructure that Cross Border Issuance needs to scale across clients, regions, and use cases.
  • Serve as the coordination hub that frames, packages, tracks, and escalates issues across functions while preserving establishing clear ownership boundaries across business, product, legal, risk, compliance, finance, technology, client services, and regional teams.
  • Turn recurring client-specific issues and market launch challenges into reusable operating models, guidance, and execution tools for internal teams.

This is a hybrid position. Expectations of 3 days in office Tuesday, Wednesdays and Thursdays.

Qualifications

Basic Qualifications:

  • 10 or more years of work experience with a Bachelor's Degree or at least 8 years of work experience with an Advanced Degree (e.g. Masters/ MBA/JD/MD) or at least 3 years of work experience with a PhD

Preferred Qualifications:

  • 12 or more years of work experience with a Bachelor's Degree or 8-10 years of experience with an Advanced Degree (e.g. Masters, MBA, JD, MD) or 6+ years of work experience with a PhD
  • Proven experience in a strategic or operational leadership role in payments, financial services, fintech, management consulting, or within a global organization, with a focus on cross-border initiatives, product strategy, business operations, or complex program execution.
  • Strong understanding of international markets, the global payments ecosystem, issuing models, and current innovation trends related to cross-border payments, digital wallets, stablecoins, and emerging payment flows.
  • Demonstrated ability to solve complex business problems involving product policy, regulatory considerations, client needs, commercial strategy, and operational execution across multiple jurisdictions.
  • Strong record of collaborating effectively across cross-functional teams, including product, legal, regulatory, risk, compliance, finance, client services, sales/account teams, and regional leadership.
  • Demonstrated ability to establish clear accountability structures in a complex matrix, ensuring issues are framed, driven, and escalated within appropriate functional ownership.
  • Innovative mindset with the ability to drive change, build scalable processes, and support the growth of new business capabilities.
  • Excellent leadership, communication, and stakeholder-management skills, with the ability to align senior stakeholders and create clarity in a matrixed global organization
  • Strong analytical and structured problem-solving skills, with the ability to translate ambiguity into clear requirements, decision paths, operating models, and execution plans

The estimated salary range for this positionis $192,300.00 to $ 307,600.00 USD per year, which may include potential sales incentive payments (if applicable). Salary may vary depending on job-related factors which may include knowledge, skills, experience, and location. Travel Requirements

This position requires travel 5-10% of the time.

Mental/Physical Requirements

This position will be performed in an office setting. The position will require the incumbent to sit and stand at a desk, communicate in person and by telephone, frequently operate standard office equipment, such as telephones and computers.
