JOB SUMMARY: We are seeking a highly technical Oracle HCM BI Publisher Reports Developer with strong hands-on experience designing, developing, optimizing, and supporting complex reporting solutions within Oracle Fusion Cloud HCM. The ideal candidate will have deep expertise in BI Publisher, OTBI, HCM Extracts, Fast Formulas, SQL/PLSQL, Oracle HCM data models, and Fusion security structures. This role also requires experience building, configuring, and enhancing dashboards within FAIDP environments, including dashboard design, subject-area configuration, security alignment, data validation, and end-user analytics enablement. The successful candidate will partner closely with HRIS, Payroll, Benefits, Compensation, Talent, Absence, Time & Labor, Security, and Integration teams to deliver scalable, accurate, secure, and performance-optimized reporting and analytics solutions. This position is ideal for a senior technical reporting professional who understands both the functional HCM business processes and the underlying Oracle Fusion HCM technical data architecture. JOB ROLES AND RESPONSIBILITIES: 1. Serve as the technical reporting subject matter expert for Oracle Fusion Cloud HCM, supporting the full reporting lifecycle from requirements gathering through design, development, testing, deployment, production support, documentation, and enhancement. 2. Partner with HR, Payroll, Benefits, Compensation, Finance, IT, Security, and business stakeholders to assess reporting needs and recommend appropriate solutions using BI Publisher, OTBI, HCM Extracts, FAIDP/Fusion Analytics dashboards, HDL audit outputs, and SQL-based reconciliation reports. 3. Design, develop, test, deploy, and maintain complex BI Publisher reports, data models, templates, scheduled reports, bursting logic, and secure distribution processes across Oracle Fusion HCM modules including Core HR, Payroll, Benefits, Compensation, Absence, Time and Labor, Talent, Recruiting, Learning, Workforce Structures, and Security. 4. Write, optimize, and troubleshoot advanced SQL queries using Oracle Fusion HCM tables, views, secured reporting objects, effective-dated logic, joins across complex HCM entities, legislative contexts, and enterprise-specific configuration. 5. Develop operational, audit, compliance, reconciliation, conversion, integration, payroll testing, executive, and workforce analytics reports that support ongoing HR operations, system implementations, data migrations, integrations, and post-production support. 6. Build, configure, and maintain FAIDP and Fusion Analytics dashboards, including dashboard layouts, prompts, filters, KPIs, visualizations, charts, drilldowns, analytical views, and role-based access aligned with approved HR metrics and business definitions. 7. Validate reports and dashboards against Fusion application pages, OTBI outputs, payroll results, HDL/HSDL files, HCM Extracts, downstream systems, and other source data to ensure accuracy, completeness, and consistency. 8. Analyze and resolve reporting, dashboard, data model, query performance, access, security, and data discrepancy issues; recommend corrective actions and reusable reporting patterns to improve accuracy, scalability, and efficiency. 9. Ensure reports and dashboards comply with Oracle HCM security, role-based access control, data privacy, SOX, HIPAA, GDPR, internal audit, and enterprise control requirements, including protection of sensitive HR, payroll, benefits, compensation, and personally identifiable information. 10. Support Oracle quarterly cloud updates by reviewing release notes, identifying impacts to reporting objects, subject areas, security behavior, dashboards, and scheduled processes, and performing regression testing on critical reports and analytics. 11. Support integrations, conversions, and data validation efforts by developing reconciliation reports for HDL loads, HCM Extracts, payroll interfaces, benefits carrier files, identity management files, security role assignments, and downstream system feeds. 12. Maintain version control and technical documentation for report objects, templates, data models, queries, dashboard configurations, schedules, security settings, and production support processes. Collaborate, coordinate, and communicate across disciplines and departments. 13. Ensure compliance with HIPAA regulations and requirements. 14. JOB SCOPE: The Oracle HCM BI Publisher Reports Developer & FAIDP Dashboard Configuration Specialist serves as a key reporting, analytics, and dashboard configuration resource responsible for developing, maintaining, and optimizing Oracle HCM BI Publisher reports and FAIDP dashboards to support accurate, timely, and actionable HR data insights. The incumbent works with a high level of independence under general direction, using sound judgment to gather requirements, design and modify reports, validate data accuracy, troubleshoot reporting issues, configure dashboard components, support security and access considerations, and recommend improvements within established standards. This role impacts HR operations, compliance reporting, workforce analytics, leadership decision-making, and overall data integrity by ensuring reports and dashboards are reliable, user-friendly, and aligned with business needs. The position regularly interacts with HR, IT, Payroll, Benefits, Compensation, Finance, business leaders, report users, and external vendor or Oracle support resources as needed, but does not have direct budget accountability or formal people management authority. The role may provide technical guidance, reporting support, training, and project collaboration through indirect working relationships, but it is not responsible for hiring, firing, discipline, or other formal HR actions. COMPENSATION The salary range for this position is $85k-$90k. Specific offers take into account a candidate's education, experience and skills, as well as the candidate's work location and internal equity.
