DESCRIPTION OF WORK

This position performs professional accounting work in support of County categorical programs within the Wayne County HSA, Area Agency on Aging. The role centers on maintaining financial accuracy, supporting grant activities, and guiding fiscal processes. As a County Fiscal Officer 1, you will perform the following duties:
- Grant Processes: Complete fiscal maintenance and reconciliation of housing-related grants, prepare and submit invoices and fiscal reports, and calculate required grant match
- Fiscal Tracking: Ensure accurate recording and allocation of revenues and expenditures; review invoices and monitor provider expenditures to ensure adherence to contract limits
- Account Maintenance: Prepare and post general ledger entries, reconcile accounts, and maintain accounts receivable and revenue records
- Operations Assistance: Participate in budget monitoring and financial reporting, cost allocation processes, and audit preparation
- Program Support: Provides fiscal support to the Aging program through preparation of required reports and interpretation of financial data
- Staff Supervision: Oversee one Fiscal Technician, including assigning work, approving leave, and completing performance evaluations.
- Compliance Oversight: Ensure all work is completed in accordance with policies, procedures, regulations, accounting standards, and reporting requirements
Work Schedule and Additional Information:
- $2,000 sign on bonus!
- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- This position may include irregular hours including evenings, weekends, or holidays.
- Overnight travel or out of county travel for meetings or training may be required.
- Telework: You will not have the option to telework in this position.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Two years as a Fiscal Technician and six college credits in accounting; or
- Five years of bookkeeping experience and six college credits in accounting; or
- Three years of accounting and/or budgetary experience and a business related associate's degree that includes six college credits in accounting; or
- One year of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
- An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.
Other Requirements:

- You must be able to perform essential job functions.
Legal Requirements:
- You must pass a background investigation.
- A conditional offer of employment will require a drug screening.
- This position falls under the provisions of the Child Protective Services Law.
- Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
