Job Summary

Loudoun County's national award-winning Division of Procurement is seeking highly motivated applicants for the Procurement Systems Manager position. This is a new position that provides continued support, guidance, and advice to all County departments regarding various procurement systems, including, but not limited to Oracle EBS Purchasing, PCard, and other centrally managed procurement related systems. The successful candidate will develop, implement, and update policies and procedures related to use of various procurement systems, as well as take a lead role in the development and testing of new procurement related automation and systems, including the upgrade of the County's ERP system. Excellent written and oral communication skills are necessary for this challenging position. Additionally, significant attention to detail, comprehensive documentation, good organization skills, training development, and intuitive thinking are essential to be successful in this position.
Duties include, but are not limited to:
* Manages and supervises two (2) employees * Serves as the Oracle lead for implementing and maintaining the purchasing and advanced procurement modules (contracts, services procurement, sourcing, i-supplier portal and supplier network, i-procurement, purchasing, life cycle management (portion used for i-supplier), and inventory (commodity codes). * Provides procurement advice to County leadership, vendors, and other government procurement offices. * Maintains extensive knowledge of the Virginia Public Procurement Act, other applicable laws, the County Purchasing Policy, automated purchasing systems. * Provides learning on procurement systems and processes; develops learning outlines, documents, procedures, and user manuals; and provides ad hoc technical assistance with procurement systems. * Prepares project scope and schedule; maintains schedule and assignments for review; coordinates activities of all points of contact and technical support; maintains appropriate contact with other agencies and departments; facilitates project team meetings; and keeps supervisor informed of team activities, issues, and decisions. * Contributes to the budget process for the Division; provides feedback and recommendations to the Division manager about operations and equipment needs and issues.
Hiring salary commensurate with experience.
This position is eligible for up to three (3) days a week of telework in accordance with the County's Telework Policy.

Minimum Qualifications

Requires any combination of education and experience equivalent to a bachelor's degree in computer science, business or related field with courses in procurement or related subjects; three (3) years of related work experience preferably with experience in operations management, systems development, enterprise systems management, budgeting, automation, and administration including one (1) year of supervisory experience.
Previous experience with Oracle EBS or Fusion is highly preferred. Certified Professional Public Buyer (CPPB) certification preferred. Knowledge of the Virginia Public Procurement Act is preferred, but training will be provided. Experience in governmental procurement (federal, state or local) is also preferred.
