POSITION SUMMARY

Plans, directs and coordinates the functions relating to the investigation and adjusting of personal injury and property damage claims filed against and on behalf of the Authority.

Qualifications

PRIMARY RESPONSIBILITIES

* Manages the overall activities pertaining to pending claims; including investigation, adjusting, payouts and administrative support.

* Reviews case statistical data, budget reports, and procedures to develop increased efficiency in methods to reduce claims, related expenses, and payments.

* Collaborates with CTA client business units to create policies and procedures around work goals that intersect.

* Manages all aspects of the Claims Database to create, review and enforce data entry procedures, maintain a scrubbed database and respond to technical failures of various etiologies.

* Reviews high exposure cases and submits reports to the Regional Transportation Authority in compliance with the Loss Finance Plan of this agency.

* Responds and investigates major accidents involving CTA property and employees. Travels to garages, terminals and other work locations to conduct interviews of employees involved in major incidents to determine company exposure.

* Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.

* Performs related duties as assigned.

CHALLENGES

* Lowering the number of pending claims and increase the number of cases disposed of in the claims stage.

* Providing ongoing training of claims staff while continuing to meet current demands.

* Deterring fraudulent claims.

* Creating and managing a positive culture of a diverse workforce.

* Collaborating with the Torts area to reduce CTA payouts on personal injury claims.

* Evaluating claims as an on-going process to improve efficiency and results

* Managing competing interests of other CTA business units.

EDUCATION/EXPERIENCE REQUIREMENTS

* Bachelor's Degree in business, law, or a related field with five (5) years of handling personal injury claims or a combination of education and experience relating to this position.

* Valid State of Illinois driver's license (DL)

* Experience in processing, investigation, evaluation, negotiation and settlement of personal injury, property, and vehicle physical damage claims.

* Experience in negotiating settlements with attorneys and claimants in catastrophic loss personal injury and property damage claims.

* Experience in conducting and coordinating comprehensive confidential investigations in catastrophic loss personal injury and property damage claims.

* Experience in review and interpretation of medical records, reports, and data in catastrophic loss personal injury claims.

* Experience and competency in conducting interviews and taking statements in person or via telephone.

PHYSICAL REQUIREMENTS

* Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

* Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

* Ability to evaluate claims, considering risks of exposure and potential liability to the Authority and all employees.

* Working knowledge of medical and technical terminology used in industrial injury cases.

* Working knowledge of administrative principles and methods, including goal setting, program and budget development, work planning, and organization.

* Working knowledge of the principles and procedures of record keeping.

* Working knowledge of the principles and procedures of report preparation.

* Strong analytical, problem solving, and documentation skills.

* Strong verbal, written and presentation communication skills.

* Strong computer and software skills (Word, Excel, PowerPoint)

* Ability to aggressively pursue claim resolutions and recoveries.

* Ability to interpret, apply, and explain federal, state, and local laws, codes, regulations, and proceedings, and ensure compliance.

* Ability to negotiate settlements.

* Ability to research, analyze, and make sound recommendations relating to workers' compensation claims.

* Ability to establish and maintain effective working relationships with those contacted in the course of work.

* Proficient in identifying CTA liability and assessing the reasonableness of medical treatment as reflected in medical charts and billing records.

* General knowledge of the Chicago Metropolitan Area in order to identify geographic locations.

* Working knowledge of the major component parts of buses and automobiles.

WORKING CONDITIONS

* General office environment

* Exposed to existing weather conditions when working in the field.

* May be required to work various extended hours in order to meet project deadlines or respond to CTA emergencies.

* Must be available to respond to calls or email inquiries outside of regular work hours.

* This position is considered a "C-List" position under the "Revolving Door" prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.

* Cell telephone, laptop, PC and standard office equipment.

Additional Details Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
